Course Materials Fee – Why won’t my Post 9/11 GI Bill cover the course material fee (CMF) in full?

VA only allows mandatory fees to be certified for payment under the Post 9/11 GI Bill. Fees are considered mandatory if they are charged the same to all students equally, without an option to avoid the fee. The university allows students to opt-out of the ebook portion of the CMF and students who choose to opt-out are charged a lower amount for the CMF. Due to this, only the “opt-out” portion of the CMF is considered mandatory for VA purposes. Therefore, for all students, only the lower “opt-out” portion of the CMF may be certified for payment under the Post 9/11 GI Bill.
